I don't see why they don't legalise it. They'd make money on tax, they'd save money on prison, they'd break up a few drug gangs, etc. They might have to pay more healt care costs, but that happens anyway, and i'd guess that they'd still have a healthy net profit with the tax revenue and saving on legal proceedings/prison/police.
