In the west we have a (fading) concept that education is meant to help students think for themselves, and that the process and the integrity of schooling are more important than the specific assignments. There's an idea that cheating for a better grade is cheating oneself out of the value a proper education. There's an idea that we should not be "teaching to the test" (although often we still are).

In Chinese culture which is indeed more competitive and also informed by Confucianist philosophy: repetition and rote learning are more important than independent though and inquiry. Also, the idea of teaching to the test is much more thoughrouly embraced, the grade is seen more as the goal of education and less of a necessary evil.
