In my city there’s a number of very large number of Orange traffic/construction cones. What can cities do to prevent the spread of these invasive cones?

We have one radiator (water) that knocks when the heat is on. I have drained the air out of it but cant think of anything else to try. I have accepted it but it wakes my wife in the middle of the night. Is there anything else I can try? Thanks!
