Who has the tiebreaking vote? Joe Biden is the president of the Senate now, but does he remain so if there is an electoral tie? If he loses his bid for senate re-election for example, is he still even a member of the senate to vote? Does he have a conflict of interest? What is the procedure for resolving this issue in the unlikely chance it happens?
