What effect will reclassifying under Title II have on state public utilities commissions? Will they have a more active role in regulation? Will the FCC still handle all enforcement?

So Title II would not automatically give state commissions authority over broadband? I know that the FCC is going forbear from applying the rate-making provisions--which apply to other utilities and are handled by state commissions (at least ones that haven't deregulated?). But, what about consumer complaints...? No automatic jurisdiction even in states that have not deregulated their own commissions?
