I always wondered if the fact that it's difficult to measure how high someone is would hinder legalization. Like if a cop pulls over someone who is baked out of their minds and driving... is there going to be policy on apprehending them? Because with booze we have a breathalyzer... but with pot there's no real quick test without consulting a lab.. how do you address/feel about this issue?
