The “reasoned decision making” is a procedural issue, not a political one. It’s not a judge telling the FCC they have to decide one way or another.

To make an analogy I’ll use due process. You need notice and hearing for it to be met. If a judge determines it wasn’t met they aren’t saying the conclusion was wrong, just that it was reached in the wrong way.
