You can thank our litigious culture for this.
The teachers and principals can't touch the kids (which means they can't physically force them to do anything) without subjecting themselves and the school district to a serious lawsuit. This can cost schools millions and it can cost teachers their career. Insurance can help with this, but insurance will often not pay out if school policies (like don't touch the kids) are violated.
So you have three choices:
- Let a kid disrupt classes all day long.
- Touch the kid and get sued.
- Call a cop.
