If you make no health claims, the only FDA requirement for soap is an ingredients list. This isn't even really necessary if all the soap contains is the base oils and the lye that was used to saponify it. There are questions of liability insurance (which you can get for about $500/year) and tax IDs because the state always wants their cut.
