I would consider a false course to be worse than radiating CSB only, mind that there was an incident in Eastern Europe that resulted in a crash.

Not all GP's are 3 degree, but those angles are published in the approach plate. Look up the Resolute Crash in 2011. Pilots are pretty trusting of the ILS even when they happen to be tuned into the VOR.

You can change the GP angle by changing the distances between ground and the lower, middle and upper antenna's. This in theory could cause a plane to do a lower approach and crash into an obstruction below the approach of the runway.

Snow accumulation in front of the GP Antenna generally causes the angle to increase.

Changing the localizer angle would be worse as it could put an aircraft off centre on the runway and cause it to land off centre.

But with things in place like radar, gps, other Navaids and the planes flight management system, there is a enough layers that an incident shouldn't happen.
