Baltic states are happy to host NATO troops, because after what happened in Ukraine we are much more paranoid about little green men. And killing USA/German/Canadian/etc. soldier would have much more dire consequences.

Nope. We did try. There was recently a kerfuffle on the internet involving documentary "The Forest Brothers", Russian ministry of the foreign affairs and some patriotic Lithuanians online :)
