What are your thoughts on under-age CIs (as in the 'white boy Rick' case?)

In the Gordon Todd Skinner / William Leonard Pickard case, it seems like the CIs (Skinner's) mother might have discounted/given a candy store to another CI who would go on to bust a major coke smuggler, after the bust, Skinner's father (who was a civil servant of some authority) was hired as a DEA agent. Are you seeing cases of shady kick-backs to CIs?
