I don't know if they are required to check, as different jurisdictions have different rules and practices (ProPublica did a series a while back about how screwy/non-standardized the field is), I do know that powder residue isn't all the "residue" that can end up on a hand/forearm from a self-inflicted gs. Was this by chance in SnoCo? You mentioned WA, and that office has had some issues for years.

At the time, how far removed from the IRA would an un-involved person have to be to be considered 'un-involved'? Or maybe the better question would be how broad was the IRA's involvement with the larger community? Even if a person had no desire to get involved, would they still have known who to contact or where to go to 'join'?
