Cops are specifically exempted. Ga state employees are not, but let's be real, if they're in an official vehicle acting in an official capacity the police aren't going to ticket them.

Based on the grouping, I very much doubt they will consider reporting to a non-governmental authority like Waze as a valid reason, but it's possible that a good lawyer would weasel out of this one. Of the circumstances listed, "hazardous road condition" is the only one that can be handled by a non-911 or non-311 service. The intent is clearly to allow a good samaritan to act without penalty, not to help improve information services for other drivers.

Yes, specifically media and streaming are not allowed to be interacted with. You would need to link your phone to your car's entertainment system. The new law provides that you're specifically prohibited from interacting with your device for entertainment purposes while driving. You are instead encouraged to have the car be the middleman.
