Of the circumstances listed, "hazardous road condition" is the only one that can be handled by a non-911 or non-311 service. The intent is clearly to allow a good samaritan to act without penalty, not to help improve information services for other drivers.

Yes, specifically media and streaming are not allowed to be interacted with. You would need to link your phone to your car's entertainment system. The new law provides that you're specifically prohibited from interacting with your device for entertainment purposes while driving. You are instead encouraged to have the car be the middleman.
