For existing nuclear power plants which have an on-site interim spent fuel storage facility, what is the longest practical time that those facilities could be licensed? It seems that since it is just concrete and steel and passive heat removal for dry canisters this could be viable for a long time, even after the plant was de-commissioned. These facilities are already hardened and have security plans so that could just be continued as long as the fuel is there. In general i'm interested to know what are the factors driving the need for a centralized long term storage facility in the near term since moving the spent fuel would be a risk and huge expense in itself.

I went to the last showing of star trek which finished at 2 am and I was the only one in the theater. The lobby was empty and there were no other cars in the parking lot. Was I alone in there?
