People are well aware that HR is there to protect the business. It's in the business's best interests to properly follow their established safety policies. No business wants OSHA breaking down the door.

Either way if your supervisors are breaking company policy you have a duty to report it to the appropriate person, and most often the company will have anti-retaliation measures in place.

If your managers are going against your training and safety manual specifications, you need to document and bring to HR. Consider seeking legal advice as well.
