I often hear from craft distillers about the "gray market" of bourbon that hasn't met brand specs. According to them, this isn't just wholesale ordering from MGPI or anything, this is spirits from established brands and distilleries that for, whatever reason, weren't up to snuff or fitting the profile the distillers wanted.

How often does this happen? Who makes those decisions? Do you ever try the craft distiller's product after their finishes and regret sending it on?
