movie financiers are VERY reluctant to agree to this kind of deal.

I hear they love throwing around net points. It's just gross points that are hard to get from them.

It's very easy to adjust payouts on most machines. However that range is pre set by the manufacturer. For example, on an IGT AVP cabinet, you have various payouts that range from 85% up to 99%. Same with WMS, Bally, Aristocrat, etc. If you want to set up the cabinet for tournament mode, you need to order the tournament chips from a sales associate. The machines in various lobbies of manufacturers are all set to 'demo mode' with respective demo mode chips.

To add some extra detail on configuring return, it's easy from a technical standpoint, but annoyingly difficult in most jurisdictions due to red tape.

The tech exists to enable/disable paytables (enabled denoms and payout percentages) from the server room. Most jurisdictions (tribe or state) ban that type of control, and require that all changes to machine pays be done with a representative of the jurisdiction present.

So, if you want to change a machine from paying out 98% to 80% it will take you three clicks in a testing lab. In a casino it will take you five days since you have to call the Louisiana State Police to come out and look over your shoulder while you break security tape and change settings on the machine.
