How will you judge the efficacy of this as an exercise/intervention?

I was thinking more in terms of judging its impact on the people whose debt is erased as part of this. Less in terms of shifting the discussion and more in terms of "how does this impact the people who are affected"--sort of like you would do for a poverty intervention or any kind of charitable program. Metrics and what-not.
