The cost of COBRA is the rate your employer is paying before any subsidies they provide to you. If self insured, that goes back to your employer. Fully insured goes to the insurance carrier, now all by you instead of shared with your employer.

It's already set from the first effective date of the plan, not brokered specifically to fuck over people leaving the company.

I'm not defending insurance companies (my job is actively working against them), but it's more nuanced than you're suggesting. COBRA *is" still highly unaffordable, but if self insured it's your old job fucking you, not insurance.

As the OP stated, it can be retroactively activated if you're between jobs and incur a claim, after the fact. That is an enormous patient protection, especially given the premium costs.
