What can I do as an entrepreneur to possibly start a lending company that takes advantage of these funds for homeowners or build different types of housing?

I grew up going to the Arizona RF. Great performances/er, great food, lots of fun, variety of shops etc. loved it great memories in High School. Oregon decides to do this....epic failure. Rude performers, poor food service. Complete opposite experiences. Took my family their last year here in Washington County Oregon. Never again. Very sad. So.... Why the discrepancies of quality from State to State? Are these franchises?
