Back when the company I worked in delivered a product for a Japanese company, the amount of requirements provided by the Japanese company was massive. Everything was defined--UI, key sequences, plastics, display icons--such that a product could be made by two different companies and you wouldn't detect the difference.

Where requirements could not be met required extensive renegotiation and finding a requirement which didn't make sense was "saved" as a bargaining chip to trade off non-compliance in another area.

Software programs tended to be monolithic projects rather than smaller releases with upgrades/addons.
