By any chance, is UNSC Agent Tabitha Morales from the RVB book (the lady who interviews Tucker) someone who has been in the show before?

Asking because I have a sneaking suspicion when she used "We lost contact with you" and why would she use "we" if she wasn't including herself in that group. And a certain Pilot/Command lady is missing from the dossiers...
