I disagree fundamentally with your USE vision. To have a United States of Europe is to be arrogant enough that you believe a single government would be able to legislate for a huge variety of different countries with different cultures and histories. Britain's government almost lost Scotland because they felt they weren't relevant. That problem would be massively exacerbated over the entirety of Europe. Attempting to push this through would result in a collapse of the EU altogether.
