The wire portrays a public school in baltimore, with african american students. One of the schools most difficult problems is that while they're struggling to give these kids a decent education, they also have to make them pass a national test (MSA or something like that, idk). Therefore they have to teach them the answers to these tests instead of actually giving them an education. A lot of students drop out and head to the street corners instead.
