It means that it's very politically attractive for them to prioritize women. They made it into an election issue and now it needs to be painted as a much more significant problem. I don't mean to blame anyone except the government though, they're probably not getting the funding to do anything else but appear to fulfill dubious election promises.

These are Globe and Mail investigative journalists. They are not funded by the government, and they represent a Conservative newspaper, the party that has been consistently opposed to further investigations.

The public has been calling for an investigation on the women, and so that is what the Globe chose to investigate. Not enough people, nor not loudly enough, were asking for an investigation for the men to convince the Globe editors that such a story would be worthwhile.

Cat IIIc landings, also known as 'autoland', are pretty darn rare. This is where the autopilot does all the work up until the point where all three wheels are on the ground. It has to be fog so thick that you can't see the runway until you're extremely close to it, or not at all. Not all major airports are even certified for an autoland, and the ones that do usually only have one runway dedicated to it.

Instead, what the pilots usually do in those conditions are an automatic glideslope - they have the autopilot fly the plane on approach down to the runway, and then they disable the autopilot as soon as they can see the runway lights and they flare the landing manually. Sometimes, they won't even use the autopilot for the approach, and they will instead fly manually using the two needles on their instruments that tell them whether they are drifting left/right (localizer) or up/down (glideslope).

When it comes to landings, most pilots prefer to go manual, often much earlier than they need to. After all, you don't become a pilot just to let the computer do the fun part :)
