Our water out of the tap smells exactly like bleach 9 out of 10 days. Why is that? Is it safe for us to use and let our pets drink?

Is there anything that we can do to take that smell out?

OKC uses an incredible amount of chloramine. We don’t live at a dead end and we’re not on the far end of the distribution center, however, the city has had to replace at least 8-10 sections of pipe around us for the pipes bursting. Maybe that has something to do with it? There’s a house about 4 or 5 houses down that has city water slowly seeping out from under their driveway. It’s been reported several times and nothing has been done about it at least a year. If I had to guess, the leak is on the side of the homeowners responsibility and they can’t/won’t fix it.
