What about tomato juice? Every time I order tomato juice I get the full can, but not any other beverage. Is this a tomato juice policy?

Even the existing BART system requires transfers to get between certain stations. The more complex a system gets, the more necessary transfers become.

The key is to make transfers as painless as possible, such as cross-platform transfers that don't require climbing stairs, and unified fare structures between agencies, as well as timed transfers. But completely removing transfers is impossible in a complex transit network that an encircled Bay Area would need.

I believe the grade crossings in MV and SV already have detailed plans in place, and just need to get Measure B funding from VTA to move forward. Palo Alto's northern crossings might not be fixed in the near future, though.

The state legislature is working on allowing Caltrain to ask voters for a dedicated funding stream.

This isn't as complicated as building a new system from scratch, so three years even by US standards seems reasonable to me.
