Yes, most of the ultra-orthodox, or "Haredim", as they are called in Hebrew, aren't enlisted. There has been a kind of a fuzzy, undefined law that enabled them to avoid going to the army, but in recent years there has been some effort by politicians to pass new laws that would make at least some of them enlist. I wouldn't say they have a very hawkish agenda, in fact many of them object to zionism completely, because they believe that a Jewish state should only be founded after the coming of the messiah.

If you really want to you can avoid being enlisted. You can pretend you are mentally ill, or just convince them that you wouldn't help the army in any way and just waste their resources, and then they might let you off. Source: I'm from Israel and many of my friends did this.

Many of them really don't live there, many live in New York. But it might be that it's OK for them to physically live in this land, as long as it's not established as a Jewish nation. Still, some of them definitely support zionism, but they are not as hawkish as the settlers. You need to understand that there are many sects ( or courts ) of ultra-orthodox Jews, based on the Rabbis that they support. Each court has some differences in how it interprets the religious laws, and it ranges from zionists to anti-Israelists that really want the nation to be destroyed.
