I find that taking corruption head on is the best policy. If a priest were to be involved in a meth drug ring people would say, "That person was a bad priest!"

If the local bishop swept it under the rug and moved him around the diocese, people start to question the entire hierarchy. Bishops have to discipline errant behaviors so people don't become scandalized.
