Not to answer for /u/IntheSariaccsbelly, but this is absolutely the case at certain schools. A notable example is University of Michigan at Ann Arbor, although any relatively prestigious school with a large student body and a reliance on tuition for funding would face a similar situation. Accepting a lot of students can easily lead to severe under-enrollment if many do not follow through, and that problem is compounded with large student bodies at middle-tier universities.
