I think its important to remember that scouts are mostly teenagers. Regardless of orientation, teenagers are at an age where they experiment with sex. Its a conscious decision of scouting that the organization is not the appropriate place for this and so things like no co-ed sleeping have been implemented to try and prevent it. It becomes more difficult to implement "easy" solutions like this when it comes to same sex relations. Its not that homosexuals are more likely to be sexual, just that are probably just as likely as other teenagers to do so.

I think the early fix will be individual tents. It does take some away from the program in my opinion but its the easy way to keep teenagers from doing what teenagers might do.

If you don't think that teenagers would engage in these activities if given the chance then I think you have been out of high school for too long. Boys and girls hooked up in places that would be hard to imagine if you didn't know it had happened, on a full bus traveling to/from and event for instance.
