as a multi-generational new mexican, i would suggest you learn how the pueblos and tribes function internally and externally.
externally they may have the appearance of corporate governance, but internally decisions are led by the religious leaders. you need to learn exactly who is in charge (the local cacique could be the janitor or the disabled man who hangs by the arroyo).
my question to you is: do you think you understand the culture and demographic of the state to navigate the political hurtles required to bring together such diverse communities to support common goals?
