I am pretty sure the phrase originated from young males leaving the reservation to do raids. There are historical accounts of elders agreeing to reservation life while the young males rebelled against those elders and chose to raid other tribes and/or settlers. So the phrase means that one is rebelling against orders to do their own thing.
