Given unreleased people are those that first go to prison for murder the comparison is in favor of the released murderers. The data is not sufficient though.

The statistics are really, really good. Probably too small a sample to do something with, but a clear sign that the prisons are carefull enough about releasing prisoners.

But it wasn't about HIV, just to be clear about that.
