If you could have any exotic pet, what would it be?

Do you know how I would go about reporting a neighbor for possible animal abuse? My neighbors next door to my moms house in my hometown have not been feeding their herd of goats and sheep enough so they are very skinny. Some of the mother goats just had babies too and I worry about the kids getting enough nutrition. There is also a horse that I can clearly see the ribs on. Anyways, I am worried about calling someone about it since we are the only people who can really see into their yard so they will know it was us. If it doesn't improve soon, im calling someone regardless. Not sure if you would be able to help with this but I thought I would ask!
