Then don't say "proficient". Say "familiar with" or something similar. This isn't about lying, it's about making you look as good as you are. Besides, if you only applied to jobs that you knew how to do 100% of the work, it would get boring very quickly. You want a job you grow in to, not one you stagnate in. If you fit 85% of a job's criteria, that's the job you want.
