I think the issue we see in the scientific community is that the achievements of minorities are not as well recognized as similar achievements by non-minorities. Also, some minorities feel unwelcome or as if they’d be unable to succeed because there exists a certain culture to science currently.
So by promoting minority involvement in stem, it’s more about giving minorities a voice and a sense of belonging that is often drowned out by a people with different backgrounds or experiences.
For example, during my graduate training I felt uncomfortable speaking out in meetings, leading groups, etc because I didn’t quite fit in with my peers socially (even though we were pleasant with each other, we didn’t have the same lives or experiences at all). So when it came time to take the lead, present, etc I just didn’t feel the confidence or support even though I was perfectly capable of doing a good job. Thankfully a mentor with a similar background talked me through what I was feeling and helped me reach out and communicate with the team better.
