Why is the American Government so openly hostile towards the digital freedoms (many enumerated by the Constitution or Eurozone treaties abroad) in terms of pushing SOPA/PIPA/ACTA, the electronic surveillance sections of the NDAA, and the illegal espionage as uncovered by the Snowden files?

How can the American government be seen as reasonable when most of their actions are Orwellian?
