From Africa in this case. You get a license and host your network in a data center(free peering one is best) where you buy international bandwidth from a provider. You then setup local links whether it's fibre or wireless to wherever you can for clients. You peer using an AS number(BGP routing) which allows you to exchange network traffic in the data center. Local traffic is free with an open peering data center (Google for example is here and I walk past their servers often) so you just need the international pipe. Accounts/ packages are handled by a RADIUS server for authentication on the network.

Out of interest, what about moving countries? Is that allowed/possible. Can use tech again ;) And i'm sure someone would be happy to employ you for your skills.
