You can't blame this kind of behaviour to the government.HDP is known as the supporter of PKK under the mask they are wearing as the protector of Kurd's rights but again lynching is very wrong and whom did this is appearently not a very wise group of people. Also the major part of the people in Turkey believes everything they hear and easily accept and defend the ideas of others(this is why Erdogan is in charge) so this lynching action can be arrenged by anybody.

The anti-Kurd narrative is not pushed only by Turkish government, Turkey is a multicultural country, there are so many ethnicities in it so hating only Kurds is not so reasonable and in the last 30-40 years government made and continously trying to make the region a better place by making factories for the people to reduce the unemployment, building dams for agriculture and in general improving the regions prosperity

Militaries killed civilians, and their soldiers mistakenly throughout history but these cases are exceptions, they were not intentional. In the situation you are talking about I know it's not right but that's not happening everyday the army does not kill every civilian in the mountains.Even though the killed civilians were actually smugglers and were moving through night in the PKK's route the killing was not right but they knew that this was a possibility and took their chances
