I just read a comment about Hilary that got a mostly true. "Since we last debated in Las Vegas, nearly 3,000 people have been killed by guns." The reason it received a mostly true was that "No data for last month." Why would something like this receive any kind of grade, if there's absolutely nothing to back it up whatsoever?

What kind of documentations/certifications are needed in order to do your kind of work East Timor? Are there many, if any regulations, placed on the way you practice medicine there?

That's fine, but why not just say that instead of no data exists?
