As far as I can tell there is nothing resembling "doctrine" in the military sense for covert action. While I recognize that such operations are historically a relatively small part of the Agency's job, I'm curious how this absence affects their planning.

How standardized is the covert action planning process, and how do those running these operations think of them as instruments of policy?
