They kind of have to be. But often they are not. Also funny thing is that there is a rated language level test which gives you allowance to use english on air. 4 not that good, 5 good, 6 fluent speaker. Most non native english speaker pilots in europe have 5. Still most pilots in China have 6, even though sometimes their english really sucks. Different evaluation criteria in a different continent.

Then again if you don't pass the strict psychophysiological tests(at first) there are for a reason, it might be possible that you wouldn't be that good air traffic controller, even though you wanted that really much. Cruel world :(
