How will this affect ride hailing services who rely on their cell phones to make money? Will the have to put the car in park to legally be able to accept a ride? Thanks in advance

That makes sense. I predict the cellphone lot at Hartsfield-Jackson will be swamped after this goes into effect. This may actually make traffic better though for those high volume areas. Only time will tell.
