No, everyone speaks English and there are many translators/interpreters. In fact, being an interpreter is a well payed job in Brussels, especially if you speak a hard to learn language with few speakers (like Finnish, Estonian, Slovene ...)
EDIT: It works similar to UN conferences.

Lots of oil/capita. Think Norway. Maybe there's not enough left to create a second Norway and Scottish oil is also owned by corporations, but taxes will go to Scotland and oil will remain extremly profitable untill we replace it by something else.
EDIT: That's just one reason, there are others.
