Disclaimer: I don't actually know anything about this topic than what's in this thread, the information I'm giving was gleaned from other answers here and may or may not be accurate.

Apparently in order for a woman to travel in SA, she used to have to have to get permission from her male guardian which involved filling out and filing forms at local offices or something like that, which is both time and labor intensive.

The app apparently allows a woman and her male guardian to fill out and file the requisite forms through the app. The elimination of the need for physical presence and the time previously spent needed to to gain permission is seen by some as giving the women involved a greater degree of freedom.
