Second question: Do you believe any publicity is also good publicity, even if it's bad publicity?

It's important to add to this comment that what makes extreme rain events worse is the temperature of the water. If we had no ice on the planet, but all of the water was a cold temperature, the rain events would not be severe.

Without the glaciers and large ice caps keeping the oceans cool (which is done by the ocean currents circulating the water from the equator to the poles), the temperature of the oceans will rise, making hurricanes and rain events stronger and more violent.

Wouldn't this be due to the minority population being more likely to be on social welfare, leading to more non-emergency ER visits that overwhelm the hospital?

NOTE: This is not a post saying the social welfare is a bad thing. But I've read research that people on social healthcare tend to go to the ER more than those who pay out of pocket.
