He's not really saying that, he has a point.

The improved race relations are what allowed this country to elect a black president. We've only just crossed the threshold where this result was possible. Unfortunately, the large (and shrinking) minority of racists lashed out at the result and momentarily (on a historic scale) fanned the underlying embers of racism.
