It would depend on what job classification the ICE agent had. An ICE agent who is classified as 1811 is a special agent and holds the same level of responsibility as any other 1811 in the FBI, DEA, or whatever alphabet soup agency you can think of. Also, the ICE agents are executing a federal warrant, which does not require local law enforcement to be present for or even notified in advance. Of course, there are usually local police represented on task forces with the TFOs.
